What does it Say?

The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people.

What does it Mean?

Amendment X was added to the Constitution to ensure to the people that the government would not try to take over the states and that all powers not given to the government would be retained by the state or the people.
