The judicial powers of the United States shall not be construed to extend to any suit in law or equity, commenced or persecuted against one of the United States by citizens of another state, or by citizens or subjects of any foreign state.
 

What Does it Mean?

 

Amendment XI declares that a citizen of one state cannot sue another state in federal court unless the suit involves deprivation of civil rights.
